The results of the BEPC (Junior High School Certificate) were published yesterday for the Antananarivo renivohitra school district. The success rate is 64.39%, according to the Ministry of National Education.

REGIONAL GOVERNORS

Richard Rafidison is reclaiming his position as Governor of the Atsinanana Region. His appointment was officially announced during yesterday’s Council of Ministers. It should be recalled that Richard Rafidison was a candidate in the last legislative elections in the Tomasina I District. He was the running mate of Lucien Irmah Naharimamy. Two interim Governors were also appointed yesterday during the Council of Ministers. These individuals are Gilbert Rakotondramiarana for the Betsiboka Region and Louis Robson Rakotomalala for the Itasy Region.

NATIONAL ASSEMBLY

The new internal regulations of the National Assembly were adopted on the evening of July 10, 2024. The newly elected members of the Lower House proposed 18 amendments to the institution’s internal regulations. These amendments affected several articles, including numbers 2, 6, 12, 13, 14, 16, 22, 24, 32, 33, 37, 46, 47, 91, 195, 199, 207, 208, and 216. For example, Article 2 increased the number of deputies from 151 to 163. Article 14 clarified the role of the 7th Vice-President, which is reserved for the opposition, by stating that the Permanent Bureau of the National Assembly includes a President, seven Vice-Presidents (six representing each Faritany and one for the parliamentary opposition, in accordance with Article 78, paragraph 2 of the Constitution). This Vice-President must be a duly elected deputy. Article 33 deals with a deputy’s affiliation to a parliamentary group, Article 37 deals with the removal of a deputy, Article 91 discusses proxy voting, and Article 195 pertains to the submission of a motion of no confidence. It is important to note that the members of the National Assembly will be able to elect their President and members of the Permanent Bureau, as well as form the Standing Committees, once the proposed amendments have passed the constitutional review of the High Constitutional Court.

TOAMASINA

Through the National Laboratory of Public Works and Building (LNTPB), the Ministry of Public Works (MTP) monitors the quality of work carried out in Toamasina. Specifically, it ensures the follow-up of the second phase of the construction of Boulevard Ratsimilaho, as well as RN5U, which connects Carrefour RNP2 Saint Paul to Jovena Ambalamanasy. According to the Ministry, the company SMATP is responsible for the work on Boulevard Ratsimilaho, including the installation of the base layer between PK0+325 and PK1+387, the impregnation layer, as well as the bonding layer and the semi-granular bituminous concrete (BBSG) between PK0+000 and PK0+450. As for RN5U, the company SMMC is currently carrying out concreting between PK3+777 and PK4+000, as well as between PK2+930 and PK3+003.

DIGITAL TRANSFORMATION

The Minister of Digital Development, Posts and Telecommunications (MNDPT) of Madagascar, Tahina Razafindramalo, received yesterday the teams from Onepoint and Global Business Network International for a working meeting aiming to establish a collaboration with the Malagasy government. The discussions covered several key topics, such as the interoperability of information systems and data used by the state, the transversality for the implementation of E-Governance, and the impacts of digital transformation for the government and Malagasy citizens. Furthermore, Onepoint, which has more than 20 years of experience in the digital transformation of organizations and the modernization of states, is partnering with the Ministry in organizing a seminar bringing together representatives from the public and private sectors around the theme “Mastering data to transform Madagascar”. This event will take place on July 11th and 12th in Antananarivo.

DRONE REGULATIONS

Employees of the Civil Aviation of Madagascar (ACM) and the World Food Program (WFP) Madagascar recently attended a training on drone regulations in the Big Island, provided by the International Civil Aviation Organization (ICAO) and sponsored by WFP. This training aims to assist states in ensuring the safety of drone operations and complying with international standards. At the end of a week-long training, the Acting Country Director of WFP, Mamadou Mbaye, and the General Director of ACM, Colonel Gervais Damasy, awarded certificates to the participants.

TOURISM

The Boeny Regional Tourism Office (ORTB) recently organized an Eductour in Mahajanga, in collaboration with One Mada, a Swiss tour operator. The program included a guided tour of the city and meetings with local tourism professionals, followed by an observation of the pink flamingos and visits to Andafiroï Lodge, Cirque Bleu, and Katsepy Lighthouse. The exploration of Anjohibe cave concluded this event. Local tour operators actively participated in these activities. On July 13th, the ORTBoeny will organize a tourism evening at Coco Lodge hotel to conclude the event, according to reports.

MADAGASCAR DATA DAY

“Mastering Data to Transform Madagascar” is the theme of the “Madagascar Data Day” event, organized by the Ministry of Digital Development, Posts, and Telecommunications (MNDPT) and taking place over two days, July 11th and 12th. Various topics concerning the use of data for the development of the Great Island are addressed and debated during conferences and panel discussions alongside the event. In his opening speech, Minister Tahina Razafindramalo emphasized that now is the opportune moment to engage in data interoperability among ministries through digitalization. Thus, the MNDPT proposes various topics for ministries to understand the stakes of data interoperability.

AMBASSADOR FOR A DAY 2024

On the 10th and 11th of July, the Embassy of the United Kingdom and five partners are organizing a series of events for the winners of the “Ambassador for a Day – Madagascar 2024” competition. This competition aims to encourage young girls’ leadership and demystify the work of embassies. The six winners, aged 15 to 18, will each accompany an ambassador for a day of visits and meetings. Some of them will attend the regional launch of the UNFPA report on the state of the global population in 2024 for the Indian Ocean islands, while others will participate in meetings on humanitarian and development programs in Madagascar.

ROTATING POWER OUTAGES

The rotating power outages on the interconnected network of Antananarivo (RIA) are intensifying. For this Thursday, the outages last three hours for each affected zone and occur between 8 am and 6 pm, says Jirama. According to explanations provided by the electricity and water distribution company, the tanker trucks carrying heavy fuel oil from Toamasina are still on their way. In the meantime, the available stock to operate the thermal power plants is starting to deplete, forcing Jirama to intensify the rotating power outages for Antananarivo and its surroundings. The company assures that it is in constant contact with the transporters and is doing everything possible to accelerate the delivery of heavy fuel oil to Jirama’s power plants.

CONSTITUTIONAL HIGH COURT

The Constitutional Court of Ambohidahy has issued its decision regarding paragraph 3 of Article 195 of Resolution No. 001-2024/R aimed at amending and supplementing certain provisions of the Rules of Procedure of the National Assembly. This paragraph, which concerns the submission of a motion of censure, has been deemed non-compliant with the Constitution and must be withdrawn. According to the decision of the Constitutional High Court (HCC), paragraph 3 provides that the Secretary-General shall verify the admissibility conditions specified in Article 103 of the Constitution. However, the Constitutional Court deemed this provision to violate Articles 68 and 103 of the Constitution. In its decision, the Constitutional Court explains that “assigning the verification of the admissibility conditions for a motion of censure to the Secretary-General of the National Assembly constitutes a violation of Articles 68 and 103 of the Constitution”. On the other hand, the other provisions of the Resolution were deemed compliant with the Constitution by the HCC.

FOOTBALL

The draws for the preliminary rounds of the 2024/2025 interclub competitions took place this Thursday, July 11th, at the headquarters of the Confederation of African Football (CAF) in Cairo, Egypt. A total of 59 clubs from 47 countries will participate in the preliminary round of the CAF TotalEnergies Champions League, while the CAF Confederation Cup will feature 52 clubs representing 41 countries. In the first round of the Confederation Cup, Elgeco Plus will face CD Lunda Sul from Angola. The winning team will then face South African team Sekhukhune United in the second round, who is exempted from the first round. Regarding the Champions League, the Champion of Madagascar, Disciples FC, will be pitted against Orlando Pirates from South Africa in the first round. The winner of these two teams will face either African Stars from Namibia or Jwaneng Galaxy from Botswana in the next round. According to the schedule established by CAF, the 2024/2025 CAF Interclub season will start with the preliminary round scheduled from August 16th to 18th, 2024, and from August 23rd to 25th, 2024. The group stages are planned between October and December 2024, while the knockout stages and the finals of both competitions will take place between March and May 2025.

WATER SUPPLY

According to Jirama, in-depth investigations carried out by the company’s technicians in the educational zone of Ankatso revealed that waste was clogging the meter supplying water to this zone, thus depriving it of water day and night. After removing the waste, the water supply in the educational zone of Ankatso has now been restored, it is reported. Jirama states that investigations will continue in other areas experiencing the same problem.

FOOTBALL

Faneva Andriatsima has obtained his Football Coach Certificate (BEF). The BEF aims to train regional-level club coaches, national-level youth team educators, in charge of supervising the different teams of the club and leading the club’s sports-educational and association project. It is equivalent to the UEFA A diploma. “It has been a busy and intense year, with two parallel training programs, a lot of work, fatigue, and nervousness, but I have validated two diplomas,” says the former captain of the Madagascar national team, who recently also obtained his Professional License in Sports Organization Management and Development at the University of Lyon 1 in France. These diplomas will allow him to gradually prepare for his transition after his football career, he says.
