TRAINING PLAN-MEF

BORDER MANAGEMENT
The MIDAS system designed for border management has been reinstalled in Mahajanga as part of the Southern African Migration Management (SAMM) project, funded by the European Union. Through the collection of biometric and biographic data, the system improves the speed and reliability of passenger registration and enhances the capacity of local authorities to manage migratory flows while promoting better regional cooperation. A refresher training was organized for the Air and Border Police (PAF) agents to consolidate their skills for more effective management.

ENERGY MANAGEMENT
The Court of Accounts of Madagascar made several observations on JIRAMA’s activities in its annual report for 2023, presented on Friday at the Supreme Court of Anosy. Regarding fuel purchases, the Court identified significant uncovered energy gaps since 2021, namely 19,467,198 KWh in 2021, 27,423,944 KWh in 2022, and 4,173,949 KWh in the first half of 2023. These gaps lead to high costs and recurrent power cuts, as stated in the report. Concerning fuel delivery, discrepancies have also been observed, with failures in the delivery of 124,726 liters of Fuel Oil (FO) and 47,985 liters of Diesel between 2021 and 2023, resulting in an estimated financial loss of 734,030,500 Ariary. Overloading of tanker trucks has also been reported, leading to spillage risks. The management of fuel stocks also presents anomalies. The Court found errors in the recording of stocks, including a discrepancy of 22,903,803 liters of FO between JIRAMA and its electricity producers, thus compromising the reliability of financial information. Finally, the specific production consumption (CSP) of power plants exceeds the standards, leading to an excess of fuel consumed, generating an additional cost of 94,303,286,122 Ariary for the Antananarivo Interconnected Network (RIA) between 2020 and 2023.

ACCESS TO LAND
A study conducted in the Boeny region reveals that only 46% of women own land in their own name, compared to 67% of men, illustrating a marked disparity in access to land. This inequality, particularly pronounced in family dynamics, is fueled by local norms and practices. During a workshop organized by the Think Tany network and supported by the Technical Land and Development Committee (CTFD), the challenges related to access and securing land for women were discussed. The debates, fueled by the research of Salohy Rafanomezantsoa, a member of the network. Although Malagasy legislation guarantees equality in inheritance, family practices, especially in rural areas, often disadvantage women, it is emphasized. Inheritance and donations, the most common modes of land access, generally favor men, while purchasing land appears as a solution that allows women to partially overcome these inequalities.
